The City of Covina commissioned Ewing Architects to program, master plan and architecturally design six City blocks of 25 acres in the core of the downtown zone. These concepts were then presented and approved by the Planning Commission and the City Council as the model for downtown redevelopment. Outside developers were then guided by the pre-approved programming, densities, and architectural style for a faster entitlement process. This is a unique procedure this office introduced to Covina to streamline the development process in their City.
